Based on the troubleshooting steps you've tried, it looks like the behavior is specific to your LMS. Good call as well testing in SCORM Cloud, this helps confirm that the behavior isn't caused by the course but by the environment where it is hosted.
We're not seeing this issue being reported by other users, so we recommend reaching out to your LMS support team so they can check what's causing the Closed Captions to display in an off position. We'll also be glad to test your course for you to verify that the behavior is not course related.
