You edit a course in the .story file.
To create a SCORM package for an LMS, you publish the course. Here's the User Guide info about that: Publish a Storyline 360 Course for LMS Distribution - E-Learning Heroes (articulate.com)
After you publish the course, the zipped package is uploaded to your LMS. How that is done depends on the system, so ask your LMS folks.
Hi Judy, thanks for the reply. I was adding to the original question which was "How do I edit a SCORM file by bringing it into Articulate". I have a course that was created and already uploaded to our LMS. I do not have access to the original course in Rise because my coworker didn't share it with me and is now unavailable. I was wondering if I could take the SCORM or Storyline and upload to Rise and edit, or if you have to recreate the course.

If you don't have the original course in Rise (or the .story file for a Storyline course), you have to recreate the course.
However, you can pull assets from the SCORM package, since those contain copies of images and multimedia files.
