Slide Controls Cannot Be Enabled

We have a segment of our course that has the slide controls (forward & backward) disabled on every slide, regardless of the fact that we have tried to enable them. I'm attaching screen grabs showing where we've tried to enable these controls and a screen grab of the preview screen showing them disabled.
