It might take a while for the Storyline 360 course to appear as an available block in Rise 360 if the size of your course is large. As a troubleshooting step, try clearing your browser's cache to see if this helps. If clearing your cache doesn't work, would you be willing to upload a copy of your Storyline 360 project file here or in private by opening a case so I can try to replicate the behavior?
Additionally, you'll want to be sure that the account you're using in Storyline 360 is the same account that is signed in to Rise 360. Published courses are tied to the publisher's account, so please check if you are using only one account across all of the applications.
