Why are visited states and hover states mixing with selected states?
It makes absolutely zero sense that Articulate Storyline can't recognize whether the user is in a selected state or visited state or hover state. I've never had this issue before, but of course there's always a first for everything in Storyline. I have an image on top of the object in the hover state and pure text on top of the object in the selected state. I don't want to use layers if that's the only alternative. I just don't understand why only one state can't be active at any one time...

I'm sorry to hear about your experience with states and I completely understand your frustration!
I can confirm that the behavior you experienced is expected because the built-in hover state detects the mouse's location relative to an object and does not take into account the current state that the object is in. This means that the hover state will activate on mouse hover whether the object is in a normal state or not.
I understand that you prefer to not use any layers for this, so I'll let other members of the community chime in to see how they solved similar hover state design challenges.
