Transitions within a slide

Transitions only apply to the entire screen when you move between slides or when you move between layers (as described in the "total overview of transitions" that John linked to).

Animations apply to objects or groups on a slide. Here's the User Guide info about animations: Add Animations in Storyline 360 - E-Learning Heroes (articulate.com).
