StoryLine 360 Hotspot Question

I have a spinner I have created and want the user to click the hotspot that the spinner lands on at the top. The problem is the hotspot is in reality on the layer, not the image that spins so the top two images are always chosen. Is there a way to resolve this and have the hotspot attached to the image, not the layer?
