Hi Deborah! I think that it's great that you want to create an accessible drag and drop quiz.
Although I realize it's not the specific template you are looking for, did you take a look at this webinar on how to create an accessible drag-and-drop interaction in Storyline 360? It could get you started in the right direction.
I also found this customizable accessible drag-and-drop template.
