Differing Spacing Between Slide Master and Content Slides

Our slide masters are used to create/format our chapter slides so that the only thing actually on the slide is the text/activity/question without worrying about the background images. 

I'm having some issues with this current project because the slide master is formatted correctly but when viewed in the non-master view/regular view the blue border isn't the correct size and appears overlapped by the image. How can we fix this if there's nothing wrong?
