Your course's theme controls the hover and click-and-drag color of the drag-and-drop interaction.
If you want to modify the color your learners see when they click on a draggable object, head over to Question Tools -> Design -> Colors then select "Create New Theme Colors". The option "Custom 2" is what controls the color.
