Can't Get Hover Section to "Glow"

I may be crazy but, I don't see any place you have states for each area the learner needs to click on. I think you need to cut the three inner parts and put states to make them change on hover. Then make each clickable to up to the layer you want and get rid of the hyperlinks free forms.
