Best Way to Get VTT files to add to Rise 360

I'm using Camtasia 2022 to create some how to videos. I'm looking for the most effective way to create VTT files I can then upload to Rise 360 for closed captions.

I like Rev.com's AI caption option which is $0.25 /minute and I have found really accurate, has an editor for things that aren't accurate (including Find + Replace, which is great), and download as VTT or other major caption types.
