Articulate Storyline - Unable to Create Button Sets with 2+ objects

I have 6 icons on my slide. All come from the 360 Content Library. If I select the first two and right click, I see Button Set as an option on the menu. However, if I select 3 or 4 or any other comb...

Ren - thank you for pointing out that the icons I am using are not actually a single object. I did not realize that. Now I know why I cannot add them to a button set. 

I wanted to use the icons as buttons to open layers. However, now that I know icons are not single objects. I will rethink my original design.
