Adding to Question bank: instructions not clear

The instructions for adding to a question bank is simple and clear.
Click the more icon (3 dots)
Select add to question bank -then navigate to find the bank you want to add it too.
Well, I do not have the option to add to question banks. I only have duplicate or delete options when I click more.
Ideas?
The first step is to create a Question bank.

You'll first want to make sure that you're in a Quiz in the section where you can add quizzes. There you can find the option to add questions to a question bank by clicking on the three horizontal circles:

Thanks for the response. I guess I wasn't clear enough. I understood those instructions from the article I provided. I followed the instructions but the 3rd option to add to question bank is not available to me.
Is there a typical reason this might happen, or do I need to put in a support ticket?
Karl's answer was the step I was missing - I didn't have any question banks to add to!
Yes, if you don't have at least one existing question bank, you won't have the option to add the question to question banks.
