Editing imported questions from a Storyline 3 shouldn't be an issue in Storyline 360. We're happy to take a deeper look if you can share the .story file either here or through a support case.
In the meantime, please make sure you are working on a local drive:

I am working on my local OneDrive folder. This has not been an issue with Storyline so far (or I haven't noticed) but with Studio360 it has indeed. I may try with a (truly) local copy and see if the problems persist. If they do, I may share the file for you to have a look-see.
