Show layer doesn't work on trigger

Hi 

I am trying to get my 'Completed' layer to show once all hotspots have been clicked and my variable is equal to 4. All other things triggered by the variable being equal to 4 seem to work but not the Completed layer. 

I tried moving the trigger in the order, and tried adding the same trigger to each of the other layers.

I'm not sure why this won't show...

It worked in another file.
