Scroll Bar position within Scrolling panel
Is there any way to set up the scroll bar position below the scrolling panel? Since I would like to pan side to side the content inside the area and not up to down. If not, would there be any alter...

I'd be happy to help! I just wanted to clarify, that you tried implementing the steps Walt shared earlier in the thread but were unable to format the scroll bar to your liking?
