How to format your Rise 360 course for Arabic

When i tried to do this on xAPI and Scorm 1.2 my index.html file was blank when i opened it in text edit and if i just pasted it into the blank text edit and saved when i opened the html file to check all that came up was the code.
It has to be between the <head> [goes here] </head> tags. The screen shot looks like it's right after <html>
