I wasn't able to reproduce your issue on my end. I created a hotspot question slide, published it to Review 360, and tested it on a PC (using Edge and Chrome) and on an iPad (using Safari). I was able to select the correct hotspots on all the above browsers/devices.
If you can share your .story file through a support case, we're happy to take a look and help you troubleshoot this.
