Else Trigger Runs No Matter What

When I try to add an "else" trigger to an existing trigger, I want it to only run if the trigger in question does. Instead, it often runs regardless if the conditions have been met, as if it's just a grouped trigger but the conditions don't apply to it. 

Has anyone else run into this problem before? Is this more of a feature than a bug? Guidance appreciated.
