Download for web for offline training

Hi all, I read previous comments about downloading for Web for offline training, but when I follow the instructions in previous discussions my course does not open. I have saved for Web, double clicked on the downloaded file, then I click on the Index file and the URL address shows in a new tab but the screen is blank, the content does not load. Can anyone help me with this?
