You still need an LMS or LRS (learning record store, which is the Tin Cap xAPI storage option).
There are loads of LMS options out there. You might want to check out Rivertown Communications (https://rivertown-inc.com/ ). They can provide an LMS. I can't speak to how it's used or the pricing. But I know the folks at the company, and they're good people to work with.
