CC toggle for feedback layers

I recently found something that I don't know if it's fixable in a CC or if it even needs to be fixed.  I have a quiz that does not include narration on the base layer but does on the feedback layers.  I know that the CC is visible in the feedback layers as long as CC is on already in the course content.  If the CC isn't turned on before you get to the quiz, you can't turn it on and vice versa.    

So here are my questions:

1.  Is it necessary to be able to toggle CC wherever there is narration?  

2.  Is there a way to make the player controls available on layers?

    You must be using the Accessible/Dialog layer option.  In that case, you could use a trigger to toggle on the CC when your first Question begins

      Thanks Ron.  I was hoping to have the player controls available instead of turning them on automatically.  My SME is annoyed with the CC on the feedback layers even though she has them on for the rest of the slides.

    If you change to the standard type of feedback layer, then you can have access, but not with the Dialogue layer.
