I understand that it is published to web already. But have you uploaded it to the web?
You can also try using your web browser developer tools and check for errors in the console.
I also think that it's time for you to upgrade your web browser. Microsoft has stopped supporting IE back in August and Articulate is also removing support for IE.

I want to respond because I have figured out the issue, as it pertains to my organization and it may help others who experience something similar.
It is an issue with Compatibility Mode on Microsoft Edge and IE, I was experiencing the issue in both browsers. The organization I am designing for is using web published courses while they transition to a new LMS, they also rely on an intranet to maintain a library of Microsoft Word and Excel documents, many of which are OLD! Because of this, their defaults are set up to display in compatibility mode, which causes an error with the JavaScript in the Report.html file. Turning off the Compatibility Mode default clears the error.
