Hi Greg,
I've given this some thought and even noodled around with a few quick example builds in SL. Restricted navigation seems to be an all or nothing proposition.
Your idea of making your own tab-based navigation seems the most sensible solution and I believe building that solution using slide masters, Boolean variables and triggers may not be that heavy of a lift.
