Your original trigger was set to run when the timeline started, and when using and then closing a lightbox, the timeline of the slide that triggered the lightbox does not restart, but continues. That's why the Continue button did not change states. Storyline was acting correctly.
The new trigger you created is exactly the right one for this situation.
