So much frustration with a scenario.

I am trying to build a simple scenario and it always goes to "Scenario Complete!" midway through. I have one scene with 10 steps (1.1, 1.2 etc) and no matter what I do it ends after 1.5. I can see no reason at all for this and have spend an inordinate amount of time trying different things to fix it. Please help me.
