I was wondering how a scorm package look if I toggle tracking to (track using the quiz) and turn off the course exit link? will this allow users to exit the course after they have completed the course that is passed the course and will the users who have failed also get the exit the course button?

The Exit Course button is only needed if your LMS requires learners to return to the LMS before a completion mark is registered.
If your course doesn't require learners to return to the LMS, then you can toggle this feature off without affecting much of the functionality of your course. If your LMS needs this feature, the exit course button will appear on the right-hand side of the screen with this option enabled, and your learners will need to click on this button before exiting to get a completion mark.
